A renowned Freelancer named Haluk leads a courageous team of Freelancers into the perilous Heart of Rage to deactivate the mysterious Cenotaph. Among his squad is the player’s unnamed rookie character, embarking on their first thrilling mission. They are joined by Faye, Haluk’s wife and skilled Cypher. Unfortunately, tragedy strikes as the mission takes a deadly turn, and all other Freelancers are wiped out, forcing Faye to make a strategic retreat while the player rescues an injured Haluk. This catastrophic failure shakes the faith of the people in the Freelancers, leaving their ranks in tatters.

Fast forward two years, the player has established themselves in Fort Tarsis, a frontier city perched between the treacherous Heart of Rage and Antium, capital of Bastion. Alongside Owen, an eager young Cypher, they manage to scrape by with small Freelancer contracts from the locals. Despite his powerful psychic gifts, Owen yearns to be a Freelancer like the player, which complicates his ability to pilot a Javelin.

A Corvus agent named Tassyn recruits the player to track down a missing spy who vanished while infiltrating a smuggling operation known as the Regulators. At a desolate Regulator hideout, they confront The Monitor, a formidable Dominion leader, adept Javelin pilot, and a key figure in the devastating attack on Freemark that birthed the Heart of Rage.
