Grand Theft Auto games will always have an American setting, according to Rockstar Games co-founder

Speaking on the Lex Fridman Podcast, Rockstar Games co-founder Dan Houser mentioned that the Grand Theft Auto games have “so much Americana” that it would be hard for them to have a setting outside the United States.
“You know, you needed guns, you needed these larger-than-life characters. It just felt like the game was so much about America, possibly from an outsider’s perspective,” he added. “That was so much about what the thing was that it wouldn’t really have worked in the same way elsewhere.”
During the interview, he also addressed one of the first GRA games they made, which had a London setting. It was a top-down game for the PlayStation 1. He mentioned that it was cute and fun, but that a full GTA game just wouldn’t be able to have that setting.
The upcoming Grand Theft Auto VI will be set in the fictional US state of Leonida, a reimagined take on Florida. The setting continues Rockstar Games’ tradition of basing its titles in fictionalized versions of real American locations, following previous entries such as Liberty City (New York City), San Andreas (San Francisco), and Vice City (Miami).
